TRAIL USE MANAGEMENT AND PHILOSOPHY "The shared use of most trails will be encouraged
except when safety hazards occur due to congestion or user conflicts.
In congested areas, wheeled traffic will be encouraged to use the paved
trails, pedestrians will be encouraged to use the shale trails. As new
trail activities occur in the Park, safety issues will be identified and
addressed. Shared use of the trails will be emphasized through a comprehensive
trail etiquette and education program. The goal of the program will be
to reduce trail use conflicts as well as adverse environmental impacts
through the use of signs, special events and an education program. Common
sense, courtesy and communication will be the basis for good trail etiquette."
